They are quality tiers derived from your measured ping and jitter against the ITU-T E-model. Excellent and Good mean your connection should handle business VoIP calls cleanly. Fair means calls will likely work but may occasionally sound rough under load. Poor means expect audible problems, often fixed by switching from WiFi to a wired connection.
